Content

Current policies and institutional arrangements are a product of historical processes. Historical narratives play a large role in creating current identities and world views, often enforced by cultural policy. This course explores the formation and the development of cultural policy as a distinct sphere of policy and administration, and the roles which history, traditions, and cultural change have had in its development. Course covers the key features of the cultural policy models of Nordic and European countries, as well as the growing engagement with cultural policy in the European Union. It analyses the development of Nordic cultural policy, emphasizing external influences, as well as what makes the cultural policies of the Nordic countries distinct. It provides an analysis of the challenges and changes currently facing the Nordic countries, and Europe at large, in a globalizing world.

Completion methods

Lectures, working groups, and essay. The course can also be completed by taking a book exam.

Assessment details

To get good or excellent grade student must participate in the lectures and complete the written assignment (essay) on the basis of lectures and the literature. The essay should show that the student has reached the intended learning outcomes.

Following criteria is used when evaluating the written assignment:
1. General academic writing (structure, form, argumentation, logic, articulation etc.)
2. Displayed knowledge of the course material (how well the student knows the course literature and other course material).
3. Analytical capability (how well the student can use what she/he has red, as displayed in analysis and in applying theories to cases etc.).

Learning outcomes

Students learn to analyze the formation and development of cultural policy as a policy area, and connect this to key developments in cultural and political history. Students understand the historical development and essential features of Nordic and European cultural policy models characterizing nation states, the European Union, and international organizations. They can analyse the changes which these models are currently undergoing.
